Do you have an files in your C:\WINDOWS\Temp folder before you attempt to install .NET 1.1? If so, clear it out. I'm not quite sure if this Microsoft Knowledge Base article is related, because it seems to be pointing to a hang after the application is installed, but it may be helpful:
